Target Audience

This activity is intended for physicians, physician assistants, physical therapists, nurse practitioners, nurses, pharmacists, social workers, and public health professionals.

Statement of Need

Healthy People 2020 and the Joint Commission mandate that patients and people, in general, receive healthcare information in a manner that they can understand. The CLAS Standards, adopted by Texas, provide insight into the disparities that exist as a result of language and cultural barriers. The CLAS Standards also provide solutions regarding mitigating these disparities through the use of health literacy practices and cultural humility. This training lays out the standards and best practices to improve healthcare communication and therefore, improve understanding and outcomes.

Learning Goal and Outcome

Learning Goal: Participants will increase knowledge and skills in providing culturally competent care for patients and clients.

Learning Outcome:  Participants will apply best practices to overcome barriers and bias to improve health equity and minimize health disparities for their patients and clients.

Educational Objectives

Upon completion of this activity, learners should be able to:

1. Identify the historical context of CLAS.
2. Differentiate between equality and equity.
3. Recognize cultural differences experienced. 
4. Explain the value of implementing CLAS.

Teresa Wagner, DrPH, MS, CPH,
Assistant Professor, UNTHSC Public Health Education

Dr. Wagner currently works for SaferCare Texas as a Senior Fellow addressing health literacy. In that role, she has established a multi-stakeholder health literacy collaborative in conjunction with the DFW Hospital Council Foundation and testified on health literacy legislation in Texas. Her testimony helped with getting health literacy into the State Health Plan. She has delivered multiple programs, speaking engagements, and training on health literacy issues. She recently received the 2018 Health Literacy Hero Award at the Texas Health Literacy Conference for her efforts to elevate health literacy and develop a culture of health literacy throughout Texas.


Jessica Rangel, MS, RN, CCA
Director, SaferCare TX

Jessica Maack Rangel, MS, RN, CCA, member of the American Society of Professional in Patient Safety, is an accomplished clinician, Patient Safety Expert, and system Patient Safety Officer with over 30 years’ experience in both the national and international healthcare environments. She is the Director of SaferCare Texas, a department within UNTHSC that is comprised of interprofessional patient safety experts with the mission of challenging traditional thinking to eliminate preventable harm. As a clinician in the Emergency, Shock-Trauma Departments, Flight Nursing and Instructor, she understands the value of an eclectic approach to person-centered care that is free from harm.
